You can start networking at any time.
If you make connections now, that could lead to event invitations and referrals later down the line. If you decide to start later and closer to the applications that would also work up to maybe 2-3 months before you plan to send your application.

It's not too early to start networking and it's absolutely not too late either.
I'd suggest you focus more on how you can differentiate yourself from other potential candidates in your networking efforts over the timing of the outreach.
