sure you can do that - just to keep the person in the loop and have them hear it from you rather than just see your name on some file. However, since you already applied, this will just be a courtesy e-mail but it won't really give you any upside. In case you applied with an internal referral, that would give you upside for sure.

You can do so, but it probably won’t have any relevant effect, as referrals should ideally be provided by consultants before the application, and not by HR.
To increase your chances, I would rather look for a referral from a consultant to leverage before the application. If you have already applied, that’s not possible anymore for that firm, but you might do so for the other applications.
