What is the reasoning behind choosing that there won't be synergies savings related to travel, real estate/staff costs?

Hello Robert, no problem at all! So, what I don't get is how can we decide that we won't have any costs savings from the travels/staff/real estate? For example, in the case we have the following conclusion: Staff costs (excludes HQ) Eligible for synergies: Rather not. How is it reached? Thank you in advance, I hope I have been clearer!
