An issue tree is tool to graphically represent a framework. Make sure it is MECE, relevant to question, tailored to the case and clearly structured in different levels.

This is an interesting question. Ultimately i think most of the answers you are going to get are going to sound "obvious" in theory but in reality they are difficult to put into practice.
All 'trees' need to follow the same guiding principles of what makes a good framework.. it needs to be MECE, it needs to be insightful / useful to the client and it needs to be logical.
How it looks like for each specific question, well that really depends on the question and unique context of the problem :)

As has been mentioned in prior responses, issue trees need to be structured in a MECE manner and curated to address the problem in focus.
One point to add is that as a rule of thumb, I will pick an issue tree that's 80% MECE and well tailored to the problem at hand over one that's 100% MECE but only 50% relevant to the specific context to be addressed.
