If you have other options available, I'd just drop out of the process. If your interviewing/recruiting experience is already this bad, imagine how the work would be in that particular office.
1-2 times would be okay - still unprofessional BUT 13 times???
In any case, I'd contact HR and tell them about the frustrating and unprofessional experience as a first step.

- Introspect on whether you really want to work at a firm/office with such behaviour
- Seek other alternatives that would help you maintain a strong mental state if you want to stick with the process

This is unfortunately quite unprofessional, but the reality is that interviewing is on the least of the interviewer's concern, and probably in a normal situation they would not want to cancel but they have been forced to cancel (some client fire has blown up probably).
