Any time between 1-3 weeks is fairly standard. If it's been 4 weeks and you haven't heard back from them, I would reach out to HR to politely ask about the status of your application.

there is no standard “service level” with regards to how long they take, and in my experience, HR in the Middle East tends to take more time than in many other regions.
Would wait for a week to 10 days after the previous interview and then follow up kindly with HR.
