How do you react if a team member is repeatedly late?

I would talk to them and explain why that behavior bothers me.
It's important to emphasize that something like this shouldn't happen again in a professional setting. But we can't always know what might be going on at home for someone. I would suggest sitting down with her and trying to understand the reason for her tardiness.

First I'd try to talk to them personally to see if there's an underlying issue. If the problem continues I'd try to reinforce the importance of punctuality/reliability for our team's/the company's success and only if all of this fails I'd consider escalating the issue to a higher up.

If a team member is repeatedly late, my first step would be to approach the situation with understanding and open communication. I’d start by having a one-on-one conversation with them to understand if there are any underlying reasons for the lateness—whether it’s personal, workload-related, or a misalignment in expectations.
After understanding their perspective, I’d discuss how their delays impact the team and our project goals, while also offering support if they need it to manage their workload or any challenges they’re facing. I think it’s important to strike a balance between being empathetic and holding them accountable, as consistency is key to maintaining team productivity and morale. Ultimately, my goal would be to help them get back on track while keeping the team's objectives in mind.
